Sainte Anne Marine National Park was gazetted in 1973 as the first protected marine area in the Indian Ocean, enclosing six granite islands within a four-kilometre radius of Mahé's eastern coast. The park encompasses 14.
43 square kilometres of shallow reef platforms, seagrass meadows, and mangrove channels where water temperature holds at 27 to 29 degrees Celsius year-round. Visibility averages fifteen to twenty-five metres during the southeast monsoon between May and September, improving further during inter-monsoon calms in April and October. The conservation fee introduced in 1994 and revised in 2018 supports reef-monitoring programs and hawksbill turtle nesting surveys conducted by the Seychelles Parks and Gardens Authority.
Snorkeling Seychelles Mahe centers on the park's shallow coral gardens, where granite boulders create natural amphitheatres sheltering parrotfish, butterflyfish, and juvenile grouper. The reef structure differs markedly from Indo-Pacific atolls: instead of continuous barrier formations, Mahé's coastline offers pocket reefs interspersed with granite shelves that slope to twelve-metre sand channels. Moyenne Island's northern shore presents the densest hard coral cover, with table Acropora and brain corals colonizing the granitic substrate. Cerf Island's eastern reef flat extends 200 metres offshore at low tide, exposing tide pools populated by anemones, brittle stars, and juvenile octopus. Snorkeling tours typically anchor at two or three sites within a half-day excursion, with glass-bottom boat transfers allowing reef observation during transit between islands.
The marine park's biodiversity reflects the western Indian Ocean's biogeographic position: the Seychelles plateau separated from Gondwana 65 million years ago, creating an isolated granitic bank where endemic species evolved alongside Indo-Pacific migrants. Researchers have catalogued 150 fish species within park boundaries, including the endemic Seychelles anemonefish found only on granitic Seychelles reefs. Hawksbill turtles nest on Moyenne and Cerf between October and February, with juveniles foraging on sponge-covered boulders year-round. The park's seagrass beds host green turtles, which graze Thalassia hemprichii meadows at depths of two to six metres. Snorkeling excursions from Mahé depart between 08:00 and 10:00 to avoid afternoon wind and the midday visitor surge, with catamaran and motorboat operators licensed by the park authority to maintain maximum carrying capacity on sensitive reef sites.
